Is there a way to do this? I know I can use the Hot folder prints, but clients complain that other guests can just select a photo strip that is not their own and email it or "steal" it. Is it posible to have the user put in their email before starting the photobooth sequence or decline?

If you look in the settings there is a place to have the keyboard display before or after the sequence. Just have it display it before the sequence. It's pretty simple and straight forward.

You could also do this using profiles. You could have a default profile which displays a consent screen giving the user the chance to opt in/out of emailing photos, uploading to Facebook etc. and have the accept option load a profile using one photobooth images folder and the decline option to select a different folder. Then if you use {photoboothSubDir} to specify the download folder where photos are saved from the camera it will automatically save the photos in different folders depending on whether the user accepts or declines the emailing of photos.
